Hello, we have a scenario where we have an employee that at one time had an account in the software side of JIRA and she no longer needs access to that portion of the application. We have implemented JIRA Service Desk and because that old account is inactive she can't be added as customer into JIRA Service Desk. How do we change the email on an inactive account so that we can use that employees email address for the JIRA Service Desk portion of the application? Or how can we delete her old account to free up that email address? If we reactivate that account it was one that needed a license but she shouldn't require one as just a service desk customer.

You can reactivate the account and then just remove the groups that are giving her the application access, i.e. jira-software-users.
If you remove the groups, no licence will be used but she should be able to use the service desk
