Connect two JIRA Cloud instance

Hi,

I have 2 jira in different organizations. i want to connect this two jira instance. is there any way ? it is possible two connect this two jira withought any plagins ? can i use jira application link ? when i create jira application link it needs  Consumer Key, Shared Secret and etc. 

have any ideas?

I need something like this, when someone click on create issue in jira 1 , she/he must see jira 2 projects to create tickets in jira 2 projects. if its not possible without plugin which plugin will help me
