That is actually what I was wondering. So One time fee for crowd run locally then I'm good. Awesome thanks!
Also found as long as users don't have global perms they don't go against the crowd count for customers. This will work out very well for my usage.

In a cloud version of JIRA it is not possible to use Crowd.
Currently there is an open issue to connect to ldap
https://jira.atlassian.com/browse/ID-79
But if you want my opinion, this is open a very long time and i presume this is not really a big issue for atlassian.
So probably this won't be solved in the near future.
