How to install language pack?

Is it possible to translate Service Desk to Russian? I found language pack and try to install but can't find "Plugins" in Menu. I have only Addons - http://screencast.com/t/jCWLKmcWSzW9

How to install language pack? I plan to use JIRA in Cloud.

Ok, I downloaded this pack, but when I try to upload it JIRA ask me for a link http://screencast.com/t/nDCus0auM9V2 - where can I get this link?
