Just wondering if it's possible for an email to go out to the assignee of a ticket when the approver has approved the request.

Are you using server/datacenter or cloud? If it's on server/datacenter then its a no. Options are approvers, customers or reporter. But then again the assignee should receive jira's default notifications as status updates are also notifications.
I would use queues to show issues that are waiting approval and issues that are waiting for action on different queues so that agents would not be overwhelmed by not approved issues.
