I'm an administrator of JIRA & Confluence on Atlassian Cloud for our section.
I tried to change my user's email address but cannot getting a pop-up saying "This feature is temporarily unavailable. Please check back soon.", but waiting weeks I cannot still do it.
How can I do?

I think this is because the Atlassian Cloud switched to using Atlassian IDs. These are accounts that are managed by the user itself. He or she should be able to change his or her email address by going to http://id.atlassian.com

I tried http://id.atlassian.com but unsuccessful since I had made another account of my target new email address before by mistake and it gets in the way of changing my old email address to the new one.
How am I able to delete that incorrect account by myself, or do you have any other idea?

You can delete the second account when logged in at the following url: https://id.atlassian.com/manage/close-account
After you've closed the wrong account, you should be able to change the email on the other. If that does not work I would get in touch with Atlassian Support.

Thank you for addressing me to the right place. I could delete my wrong account and successfully changed my right address.
I hope Atlassian accepts my two suggestions below:
1) Put a link to https://id.atlassian.com/manage/close-account in https://id.atlassian.com/manage.
2) Advise us to visit https://id.atlassian.com instead of displaying a message of "This feature is temporarily unavailable. Please check back soon." in the pop-up.

I am using Azure for authentication.
When I try to change my email address as myself, https://id.atlassian.com/manage/change-email says:
Managed account
Your account is managed by xxx.atlassian.net
Contact the administrator to change your email address.
So it looks like there is absolutely no way to change an email address.

I think, since you're using an external authenticator, you'll have to change the email address on the side of the authenticator (so in Azure for authentication).
If you really want to be sure I think it'll be best to get in touch with support.atlassian.com.

I am currently migrating from JIRA Server to JIRA Cloud. In JIRA Server, it is possible to change the email address, so I updated all the emails there, and re-did the migration.
Now, many users are missing in JIRA Cloud. When I look at the JIRA Cloud logs, I see that the following happened upon import:
Further explanation of the log is best left to a support ticket, but it appears that it is not possible to forget the old email address.

I got a similar problem to @tash_macnica (another account blocking the switch to the new email) with Jira Cloud.
However, I guess a revert period of 14 days has been granted to people closing their account.
Does it mean I have to wait 14 days to be able to do the switch?
