I haven't seen a definitive post about this, and I'm disappointed that the symbol can't be clicked to reveal why it's there.

I have only seen that when the rule is not valid, based on the last attempted publish. Please open your rule in the editor, try publishing again, and observe what errors are shown.
If that does not help, please post images of your complete rule, the error icon indicator, and the audit log summary showing all of the recent configuration changes and attempts at rule triggering.

Thanks, Bill. Since the rule had been successfully published 2 days prior, I can't publish it. I'll try to get to your other suggestion, though.

I do like the idea of the click on the exclamation for a clue. There might even be a suggestion open for that, but I would encourage you to click the feedback link in the app and suggest the same.
With that aside, generally speaking, it could be a warning situation. I have seen that particularly in the earlier days of automation. There wasn't always a clear reasoning, but often it had something to do with a custom field not in context. Did you happen to look at the audit log to see if there was any potential clues? Feel free to share screenshots here and I could potentially comment further.

Thanks. I sent feedback questioning the purpose and longevity of the exclamation point, and suggesting an appropriate message when a user hovers the mouse over the symbol.
