disable private request

When customer create request from portal, the request can be share with organization or private request.

for business requirement, we want to remove private request option, all the requests must share within organization whatever who created it.

could someone have experience on it？

I solved this problem by excluding users from the group of applicants. If the user is not in the group of applicants, the possibility of a public request is excluded.

He removed the customers from the organisations, then all issues are private.

That's the opposite of what is needed here.
