Within our business we have a Teams chat (Admins) that is only used for a 'System Down' scenario. I have made an automation that a user can log this through our service desk, and then using Microsoft Teams Workflow a Teams message gets put into that chat outlining the details of the System Down.
Attached to the Teams message is the View in Jira message that takes you to the ticket, and the open-to-edit form. Is it possible to create an automation that when the form gets edited, that a notification can be sent into that same Teams chat to make everyone aware edits have been done.

Just to ensure that I've properly understood this case, apparently, you are using Forms under a Service project (Project settings > Request management > Forms) and want to notify a Microsoft Teams channel when the form is edited in a request. Is that correct?
If so, you can achieve this using an automation rule. In this case, there are two potential triggers you can use:
Once you've set up the appropriate trigger and any necessary conditions, you can finally use the Send Microsoft Teams message action to send the notification to your Teams channel.
