Ticket doesn't get created by email from external users.

We are using free version of JIRA Service Desk and willing to buy licence. When an external user(other than our organization) drops email to @...atlassian.net , it doesn't create a ticket in Service Desk. Help?

Do you have the following enabled in Customer Permissions under Project settings?
