What is the difference between unchecking the "Active" checkbox on a Jira user's profile and removing them from the Jira users group? Doing either one removes them from the license count, but what else does each of these options do?
Do both options prevent them from logging into Jira?

Unchecking the active checkbox deactivates the user. From the Atlassian documentation, deactivating a user has the following effects:
If you remove a user from the Jira users group, you effectively remove all permissions associated with that group. Unless the user belongs to any other groups that have application access rights to Jira, removing him/her from that group will also revoke Jira access and license.

If you uncheck a user from JIRA-users group, basically you remove them from JIRA. They no longer consume JIRA license.
As for unchecking the "Active" checkbox on a Jira user's profile, that is a feature that i don't see anywhere or maybe i'm not familiar with. Can you please take a screenshot for clarity?
