This question is in reference to Atlassian Documentation: Configuring the customer portal

Are your customers registered users of JIRA? Or are they just users of the portal?
If they are regular JIRA users then you could make a group for the users and by the use of shared filters and dashboards provide visibility of the current and historic tickets.
If they are just portal users then at the moment the restriction is they can only see their own.
