I would create a Custom field for my Jira Service Desk project, where the value inside must respect a specific format like: 000nnnnnn or 202nnnn

There is a way to have something like this?

You can't out of the box. You would need a plugin or scripting solution

We have script runner installed, could you please help me to understand how to create a script field with that rules?

I don't use scripting. I install JIRA on sites and then turn it over to their staff. Many of the people supporting JIRA aren't programmers and couldn't maintain or build scripts. It is better for them to have plugins that perform functions and not try to implement scripts.
