The screenshots differ from version 7.1.1

My local evaluation installation of JIRA 7.1.1 shows a different Add User screen. I cannot add a new user to the Developers group in my local evaluation installation:

Please use the correct documentation – You should be looking at JIRA Core Server documentation for 7.1.1.
