I am an Org and Site admin for our Atlassian instance and need to assign myself a Jira Product Discovery license (which I though I would have as a site admin anyway) but I am unable to change my access at all. Considering I'm the main admin for Atlassian in my org surely I should be able to add and remove my own licenses?

Yes you should have an access to all the products by default. My guess is someone has removed you from the product access group, therefore you lost the access, which could happen.
So try to check whether you are in the respective product access group and add yourself if not. To find out what the product access group is for JPD, navigate to Product access in the left menu and then see what group you should add yourself to:
