Can we restrict the reporter field to list only the users of a particular group in customer portal in Jira Service Desk Server. If yes then please suggest how.

Unfortunately, Jira Server does not have the possibility to restrict the users displayed in the reporter field to a defined group. That being said, we have a feature request created to implement this option:
Limit User Picker to members of certain groups/roles in System Fields
Feel free to vote and watch the suggestion to increase its priority and also receive notifications about any updates.
As a workaround option, you can use a user picker custom field to define the reporter of your issue. They can be restricted to only return users of a specific group, as described in the section User filtering of the documentation below:
