Why are issues requiring approval not showing up in service desk portal "Approvals" list?

Several of my users have issues requiring their approval but they are not showing up in service desk portal "Approvals" list.  What is the cause of this?  The URL I am referring to is:

/plugins/servlet/desk/site/global/user/approvals

The users are members of the Service Desk Agents role.
