so i'm having an issue with setting up the owner's field in a project, as i have configured the fields. the problem comes to the users when they try to raise the ticket. as they come to select the owner no users seem to be found. although i have all the settings done correctly. but when i tested the request my self it worked as a system admin. in the permissions of the project i have granted the permission to all of my customers. but still no luck. please help thanks.

There are a few things that could be occuring here. Permissions as you noted, could be blocking the user picker field, you said you set Project permissions to all customers, but sometimes this problem can be related to insufficient Global Permissions as well. Make sure to check the Global permissions and verify the customers are added to the "Browse users and groups" Global permission.
Next in the Service desk settings make sure under "Customer permissions" > "Who can customers share request with?" setting is on "Any customer or organization, by searching in this project". This also impacts the customers ability search in a user picker field.
