Сomment on tasks that are not taken into operation

How do I write a comment in a query that I did not take more than an hour after I created it?

I am sorry, but I cannot work out what the question is.

"Comment on tasks" makes sense, but "tasks ... taken into operation" does not.  What operation, and what does "taken into" mean?

I don't understand the body either - you can't "write a comment in a query" - queries are lists of issues.  I understand "more than an hour after I created an issue", but not what "did not take an issue" means.

Could you explain in a different way please?  I'm sure this is reasonable thing to do, but I'm not understanding what the selection is or what you're trying to do.  Something like  "With issues created over an hour ago, I want to comment on them if they have not been updated"
