The error message you receive indicates that you do not have access to Tempo Timesheets. 
This is a global permission and is required by all users who need to log time in Tempo.

Can you please create a ticket for this in our Tempo support system, https://tempo-io.atlassian.net/servicedesk/customer/portal/6, so we can better investigate this.
