I try to build on call rotation and cant assign any user that isn't an Agent
Didn't see it on the documentation, is it a billable feature?

OpsGenie (as a standalone product) will be EOL very soon, you can read into it more here.
The features of OpsGenie are now integrated in JSM under the "Operations" features (alerts, oncall).
As these are JSM features, you indeed need a JSM license to use them.
