The "Add override" button is only accessible from the "On-call schedules" screen within the Jira admin settings. When viewing the main "On-call schedules" screen, the "Add override" button is not present.
The documentation indicates that "Both users and admins have the ability to create schedule overrides", so why is the override button only available in a menu that a normal user is unable to access?

You are correct that the Override an on-call schedule states that both users and admins should be able to create schedule overrides. However, the visibility of the "Add override" button depends on the permissions assigned to the user for that particular schedule.
Recently, Jira Service Management introduced a permission check for adding overrides. If a user does not have the necessary rights (for example, if they are not part of the on-call schedule or lack the required role), the "Add override" button will not be displayed to them—even if the documentation suggests otherwise. This change was made to improve user experience and prevent users without permission from attempting actions they cannot complete
If you are not seeing the "Add override" button as a non-admin, it likely means your user account does not have the required permissions for that schedule. Admins can review and adjust schedule permissions to ensure the appropriate users have access to add overrides.
