Question about webhooks

From what I can tell - webhooks are outbound only?  Can I send webhooks TO opsgenie and send alerts based off that payload data?

Yes, the webhook integration in Opsgenie is outbound and you can refer to this help doc that explains how to send out alert data for create/custom alert actions.

For existing webhook setups to create alerts, it would be best to incorporate the below API endpoints to create alerts:
