As per this documentation Override an on-call schedule | Jira Service Management Cloud | Atlassian Support that should work for non-admin members according to the documentation but I'm not able to edit “override shift participate with” field why?

after I updated my admin role for my account I'm able to access “override shift participate with” field

You're absolutely right to reference the Override an on-call schedule documentation — however, here's what's likely happening:

Even though non-admin users can create overrides, the ability to edit the "override shift participant with" field specifically depends on the user's role on the schedule or team.

In order to make that field editable, the user must have at least the Team Admin or Schedule Admin role.
Just being a team member might not be enough, especially if granular schedule permissions are enabled.

Once you updated your account to have admin rights, you gained the necessary permissions — which is why it started working as expected.
