Opsgenie does manage automatically adding users into the following week's shift / rotation - as long as it's configured with something like this:
^ The rotation is configure to rotate weekly. Currently User 4 is on-call. User 1 would take over on-call at the start of next week - as the participant list was cycled through and will restart.

We have two shifts A & B
Shift A - have 3 sections/shifts:
Shift A - From Mon - Thu & Sun (2 AM - 11 AM EST)
Shift A on-call 1 - Fri (2 AM - 11 AM EST)
Shift A on-call 2 - Sun (11 AM - 2 AM EST)
Shift B - have 3 sections/shifts:
Shift B - From Mon - Fri (11 AM - 8 PM EST)
Shift B on-call 1 - Mon - Fri (8 PM - 2 AM EST)
Shift B on-call 2- Sat - Sun ( 2 AM - 2 AM EST)
Every week the user in the shift A will be in the Shift B instead of the user in the shift B, and the user in the Shift B will be in the Shift A instead of the user in the shift A.
What the best way to create rule to replace each month for the four weeks the users between Shift A and Shift B automatically?

Seems like for week 1 - User 1 is on-call for Shift A / User 2 is on-call for Shift B, then week 2 User 1 is on-call for Shift B / User 2 is on-call for Shift A, and it continues to rotate every other week?
Regardless - this still should be configurable with 2 rotations - or multiple rotations in general.

I'm having a tough time following Shift B when users are on-call. You mentioned:

So does this mean each weekday shift is Mon 11am - Tues 2am, Tues 11am - Wed 2am, etc. ?
