Hi @Rasajna Meka 

You will have to prevent this in the workflow. OOTB Jira does not have this feature so you will have to get a 3rd Party App to get this done, probably some scripting tool that runs a script as a Validator. Check out the Marketplace for a good candidate.

Alternatively, have Automation rule that reopens the issue
