When I create a new story and assign it to someone, the assignee does not receive an email notification. They only receive notifications if I update or change the ticket. Is there any way to notify the assignee immediately when the issue is assigned to them?

Please check the notification scheme associated to your project. In particular, you need to check Issue Created event and verify that "Assignee" has been defined as person that should be notified about that event.
