Any idea on how to automatically notify participants only if the Issue is in a certain Status(es) (I mean not during a transition but simply when added by the Customer or the Assignee).

Yes, you can use automation this way:
You can use Send Email to send just to Request Participants, or Add Comment and choose to share with customer, and this will be sent to everyone that's attached to the ticket.
