Avoiding CC's creating Request Participants

If we have a user email in with a cc'd list of external users there currently seems to be only two options:

1. Let them be able to create accounts and have them appear as request participants.

2. Block them completely so that the ticket has no knowledge anyone was cc'd to it.

Is there anyway to know people were cc'd to a ticket without them being able to create an account and accessing the project portal?
