I am incorporating Topics into our service desk portal for quick access to key knowledge base articles.
Each topic is labeled and in a optimal layout, but the section has the header Topics. Is it possible to change the string Topics? is this configurable ?

Topics are a fairly recent feature in JSM, announced near the end of 2022. While there are a couple of things you can configure, renaming the actual word Topics is currently not one of them. For an overview of what you can configure (and some limitations), see this support article that you probably have already used when setting things up.
It may be a good idea to raise your idea to the Atlassian team via in product feedback. I can definitely see the value in your suggestion (note I am not an Atlassian employee).
