I wonder if it is possible to customise the portal so that different Service Desks can have a different feel other than a logo and welcome message. For example, adding a banner showing a related image for a specific service desk for those who log in to the portal. From what we have figured out so far, the Banner will be common for all the service desk so we need to have something neutral for all solutions there?
It is not possible. The Customize button regardless of which portal you are in under your account, is a global help center.
I agree it would be nice to have a customized header for each of your portals. Although if you had more than 3 portals (in my case I have 9), this could mean a lot of extra work.

We have currently 7 and growing, it's just that I don't have access to all with that user.
Anyway, it might be better as you say to keep it as a general page.
