Can you do JSM and ServiceNow integration via customer access?

Hello community, 

we used to have an integration Jira cloud to Jira cloud via Backbone. However some of our services are moving to ServiceNow and now we need to setup SNOW cloud to JSM cloud integration. 

We have the synchronization configured via "Jira Service Management Spoke" in SNOW and webhook and API key from technical user in Jira but it only works with Agent's license. The issue is that we need it to work with customer access only. However when I remove the agent't license from the technical user, the synchronization stops working. 

It is necessary because the Jira site is our vendor's and we won't get the agen't license from them. 

Please, did anyone face similar issue? Is there a way how to do it via just customer account wihtou any additional plugins? I know that Exalate would work but we wanted to use just the SNOW Spoke.
