Customer unable to create request without 'Assign Issues' permission

Kalen Peredo April 3, 2025

Hello,

A customer for a Jira project is unable to create tickets through the portal. The message they get is:

"Couldn't send request. You cannot create this request because you do not have the 'Assign Issues' permission. Please try another request type on the portal."

The customer has previously been able to submit tickets, but has recently started to face this issue.

Investigation / Attempted Solutions:

  1. Verified Project Permissions -> Issue Permissions -> Assign Issues grants customer role access
  2. Verified the customer is added to the project and has the appropriate organization
  3. Verified no work flows are causing any issues
  4. Looked through each request type to see that they are not restricting customers from submitting a ticket
  5. Verified no automation rules are interfering with issues assigned/ assignee

Any help would be appreciated.

Best regards,
Kalen

Hi Kalen,

Go to the Permission Scheme and use the Permission Helper for that user and the Assign Issues permission and see what it says. But in general I am not aware of a Customer being able to assign an issue - that has to be an Agent.

Hi John,

Turns out my issue is related to a deeper issue related to a very specific company case causing an Atlassian bug to arise, however I am accepting this answer incase it helps others.

HI @Kalen Peredo

How does you permission scheme look like?

Are you not using ht ootb permission scheme created for the JSM project

Has the customer been given browse permission, without browse permission the the other permissions don't matter.

Without browse permission the user is not able to view the project at all.
