I need to remove a users ability to delete tickets. Is there a way to block that in Jira Service Management?

You can do that removing all users/groups and roles from "Delete Issue" permission in all your Permission Schemes. https://support.atlassian.com/jira-cloud-administration/docs/manage-project-permissions/
Doing that, none will be able to delete tickets from your instance.

Welcome to the community. In addition to what @Fabio Racobaldo _Herzum_ mentioned, I would always recommend to only keep "Administrators" project role members with the ability to Delete Issue permission.
By Default (Jira/JSM) - The out of box permission is always set Administrators project role with that right.
