is there a way to Make Comments field Mandatory when the Priority level of an Issue is Changed in Jira Service Management Cloud.

Hi there and Welcome!
Typically I solve this by creating an extra transition (All to All), in this case called "Set Priority". In this transition you show a transition screen where you can set / change the Priority and add a comment.
Important is to add a validator on this transition to set the comment field required.
