I would like everytime a POC is added in a issue ticket to be alerted they have been added to it. How would I do this in the Jira Service Desk Project?

That is not a default field so I assume you have a custom field. If you are wanting to create a notification for when this field is modified you will need an addon, e.g. Scriptrunner and setup a Listener for that field and then act on the modification.
