I would like to enable the notifications for some internal Jira users so they can still:
- be able to consult the Jira Service Desk tickets,
- and at the same time to not receive the e-mail notifications for those specific Jira Service Desk projects.
Some of the Jira Service Desk projects are still important for some users and because of that the Jira Service Desk role users should be able to receive the notifications. For some other projects the notifications are an overkill and the internal users should only be able to consult them.
Change the notification scheme such that the user(s) don’t get updates. It could be you need to remove them from the default role/group. Give them Browse and Comment permissions.

I would need to navigate to a certain project -> Customers. I know how to add an organization or a customer but wouldn't he still receive notifications?

Project > Project Settings > Notifications
inspect the notifications where you don't want the user to be notified. For example Comments or Comments Edited, etc. There will be roles listed that conveys who gets notified. You need to the go to the users that you don't want notified and ensure that they don't have these roles. This can be done under the People section under settings.

I agree with Jack.
Another option we use is organization, you add people to the organization and add the organization to issue. the person will have a browse, comment permission, but will not receive notifications.

Organizations are made for customers but can be used with Jira users, we use it.
To make people in your organization don't receive notifications go to your project settings -> Customer Notifications ->And disable organization added rule.
And there are no organizations on notifications scheme.
