I need to be the last approver of the ticket is the creator of ticket(reporter). how can I assign the reporter to be approver?

I would suggest that you have a multi-step approval process and when the issue moves into the status prior to the last approval status, then populate the Approvers field with the value of the Reporter using an automation rule.
