Our default browser is IE. We want our users receiving emails from Service Desk with the "View Issue" link to have this link open in Chrome or Edge.
Does anybody know how to do this?

The browser that is opened by a link in these emails is chosen by the operating system on the client machine.
There is nothing you can do on the server side to get the client to use a specific piece of software to open a url, it's all client side settings.
So, you'll need to consider how you are going to get all the clients machines altered so that they know to open certain urls with a different browser. Once you've done that, then you will need to amend the service desk emails so that they send a url that triggers the "right" browser when clicked - something like replacing https://myjira/browse/issue-42 to chromelink://myjira/browse/issue-42
Bear in mind that doing this is totally unsupported, in Jira and in browsers, and that those links will no longer work for anyone not using a client machine that you've set up to do it.
Because of all of that, I would very strongly recommend that you do not try to do this.
I would recommend that instead, you get the default browser on the client machines set to something supported. You shouldn't be using IE anyway.

This won't be straight-forward.
First of all you need to find a way/ plugin allowing you to change URL's in email notifications.
I do not recommend doing this. It requires some maintenance and testing on each upgrade.
If you achieve that, you need to know how the URL's should look like. And there's definitely some work for your corporate IT on the client side.
