I want to integrate the Jira cloud with GITLab cloud version, how to do that?

I want to integrate the Jira cloud with GITLab cloud. 

I got struct with few points in the documentation:

Should I be the Gitlab admin as well to link the Namespace ?

what all permissions I need on Namespace?

We enter Jira url and username and password in Gitlab , whose details should be entered? 

Gitlab (who has Jira user access) admin or Jira admin?
