Group picker fields will not be available for customers to select while creating a ticket. So it will always be displayed as hidden when you add it in the request form.
Workaround is, choose a default group in Customer portal form and click Save changes.
Once the ticket is created by customer, it will display the default group for customer in the portal and the engineers can change them in the backend jira for the required groups. Once changed, it will display the new value for the customer.
