Is "Set to recur" only aviable for Jira projects and not JSM projects?

Welcome to the community.

Yes this is only for non JSM projects.

JSM is also for requesting not to have reoccurring changes. Although you can achieve this by creating an automation rule, based on a scheduled trigger.

This is basically what the reoccur option does in a non JSM project as well, it creates an automaton rule.
