JEMH or JSD, is there a way to include attachments will all notifications

Using JSD for a project and we also have JEMH for mail handler.  Is there a way besides adhoc notification to keep attachments with notifications?  We have multiple transitions and we would like to keep the attachments with the notifications to the next transition notification.  Is this possible without using adhoc?  The client wants to have the option to open the attachment, modify it and reattach without opening adhoc option to do so.

Is this a field we need to add to notification template?
