Hi,
I am testing out receiving email notifications from JIRA Cloud when a new issue is created, but I am not receiving the email itself.
I receive emails if the issue us updated or assigned, but not that the issue is actually created.
I checked the notification helper and that indicates that I should receive the email.
I am not too sure if it is something small that I am just missing?
I have also checked where someone else is the reporter and I am part of the service-desk-team but that scenario, no email is received as well.

Are you the one creating the testing issue ?
by default in jira, you do not receive notifications on your own actions.
You can modify the behaviour in your profile -> "Notification of your changes"

Yes, I had changed that setting prior to testing as well but still no email notification has been received.

I also am not receiving email notifications in jira service management. Sometimes random notifications will come though, but highly inconsistent. Even after auto-assigning newly created issues to myself I still don't get notified. The workaround I used was to create a rule where I would receive an email every time a new issue is created. But this should happen out of the box.
