For the customer portal, when we select Notifications on after creating a request, does this setting stay persistent for all the requests created subsequently?

Does the customer has to select Notifications on for all the requests created if they want to receive email notifications for updates on the request?
notifications are persistent. to be clear there are two configurations for notifications: Customer notifications (for customers) and Notifications (for agents) and other jira users.

I'm looking to REMOVE or DISABLE portal request view "Notifications on / Notifications off" option altogether as seen at https://jira.atlassian.com/browse/JSDCLOUD-6241. Anyone aware of a way to do so in JSM Cloud today?
