Do I need JIRA to use Jira Service Management?

Hello, 

Could you please clarify if I need JIRA user accounts to create tickets in Jira Service Management? Or JSM may be used without JIRA user accounts?

Yes and no.

  • Jira can have up to four "types" of account.
  • Jira user - can use Jira Core only, creating issues in Jira projects (Jira Work Management or Jira Software)
  • Developer - a Jira user who can also use Jira Software functions (boards)
  • Agent - a Jira user who can also act as an Agent in Jira Software Management projects
  • Customers - NOT a Jira user, only a customer account, can only create Requests (which are backed by issues in a JSM project)

Note - all types of account can act as a customer, whatever their other access

For minimal use of a JSM install, you need customers (who can create requests) and Agents (who will use the issues in the JSM projects).  Agents are also Jira users as part of their role (you don't need another Jira user licence for them)
