We would like to put an announcement on our Jira portal login screen when we are experiencing a showstopper issue.

I am not sure about what is Showstopper but you can add the announcement banner to your help centre or individual portal.

You may please have a look at this Atlassian official documentation on How to Add announcements to your help center or portal
