There are so many approaches for integrating Jira Service Management with HubSpot.
What would you like to do, what's the user journey?
Would you like your customers to be able to create tickets in JSM from your website?
What kind of access do customers have to HubSpot? Do they actually log into your production environment?
In other words, I guess you'd have to explain what's the definition of a customer in your case. Are you a marketing agency providing managed HubSpot for them?
