Do you know how to create a request type and only available for a group of user only?

Within the same JSM project, there is no setup that you can do to restrict a request type only for a set of users out of the box as far as I know of.  You will need third party add-on for your environment to implement your requirement.

There is an old open request to Atlassian associated with this ask - https://jira.atlassian.com/browse/JSDCLOUD-195.  I would recommend that you add yourself as a watcher of the issue.

Without 3rd party add-ons, you only option is to create a separate JSM project with the specific request type setup and restrict the project to those users only.
