Assign Issues based on work hours schedules

I was wordering if there is any plug-in/app to assign issues based on work hours of users. 

I didn't find anything related in cloud, I'm using a work-around validating the create date of the issue, but is difficult to control the workload of users in this form.

Hi @Becky, if you consider reaching out to the 3-rd party apps, I'd like to suggest Planyway on behalf of the Planyway team.

It's a simple tool to manage team's workload on the timeline. Here's a quick peek on how it may look:

I need this to work with Jira Service Management, so this is not an option, because it can only run 1 time per hour

The minimum interval between code executions is 1 hour. 

I cannot have an incident waiting 1 hour in the line without an assignee.

Smart Assignment is useless in my case because it uses the same logic that I am already applying with automation and JQLs.

It's a very interesting app, but doesnt help with my problem in this moment, I need something more specific that it can be a user properties, and it can be changed by user and by managers.
